Attach BCD to Scuba Tank. 300bar 12l vs 232bar 15

Straping my bcd onto my bouyancy jacket. Explain why I got a 300 bar 12l cylinder not a 232 bar 15 litre.

Im wondering about the diffrence in bar vs capacity say a 232 15 liter vs a 300 5 liter i looked at a stirrup pump but i think it will fill my gun with moisture over time
